Kazakhstan mulls to raise land tax

Land tax will be raised in Kazakhstan, Tengrinews.kz reports citing chairman of the Land Resources Management Agency Kadirkhan Otarov as saying at Kazakhstan government meeting. “A work group of the Agriculture Ministry and representatives of involved state authorities are working on the projects to increase the land tax. The final decision will be made in a few days,” Otarov said. According to the official, these measures are aimed at preventing non-use of lands. He noted that the new development would stimulate re-commitment of lands and help enforce rational use of lands. Otarov explained that revision of the agricultural stock’s lands in 7 months of 2012 showed that 3.5 million hectares have been put in use out of the total of 7 million hectares. This is 51 percent. “This is the first time we have achieved such results in the oblasts like Aktobe, Almaty, Kostanay and Karaganda that have started using over 2 million hectares, or 60 percent of the total amount of lands. Besides, around 1 million hectares of land were returned into the state property as of August 10. They also have to be re-committed,” Otarov said. As for the regulation of issues related to agricultural lands, the Minister added that the Agency had introduced a new rule allowing local executive authorities to unilaterally terminate contracts with tenants if the latter fail to observe their obligations under the rental agreements. Inventory of agricultural lands is being performed under Kazakhstan President’s instruction in 2012-2014. This year the inventory should cover 30 million hectares. The inventory of the lands for individual construction was performed earlier and violations were discovered at 20 percent of land lots.
